Topic: Securing the Cloud Together: How Arizona's GovRAMP Transition Protects and Empowers Cooperative Buyers
Speakers:
Amber Whitney is a Senior Cooperative Procurement Manager with the State of Arizona's State Procurement Office, where, she has served for more than eight years. She has managed procurements of varying size and complexity and currently leads the Arizona Cooperative Purchasing Program, overseeing strategic program operations and supporting about 1,200 cooperative members across 32 states. In this role, Amber provides program level leadership, ensures compliance with state procurement requirements, and collaborates with internal and external stakeholders to deliver transparent, efficient and high value cooperative contracting solutions.
Louis Anaya serves as the Deputy Assistant Director of Compliance and Agency Support for the State of Arizona's State Procurement Office, a role held since February 2025. With a procurement career spanning over two decades, Louis spent 11 years in the private sector before transitioning to public service in 2011 and joining the State of Arizona in 2018. Louis holds C.P.M., CPPO and CPPB certifications, bringing a depth of operational and regulatory expertise to public sector procurement. Louis oversee key compliance initiatives, including the SPO's recent implementation of GovRAMP.
